PTA Mission and Goals

Bear Creek PTA Mission Statement

We believe that Parent, Teacher and Student partnerships are essential to create the best learning environment at Bear Creek Elementary School.  We want to stimulate a love of learning and school in each student.  To achieve this goal we will support student enrichment programs, sponsor family events, provide teachers with funds for classroom materials and encourage parents, teachers and the community to become members of Bear Creek PTA.


Bear Creek PTA Goals

  1. Increase Bear Creek Elementary PTA membership to 100%.
  2. Enhance student participation in events, programs and services sponsored by Bear Creek Elementary PTA. 
  3. Increase sense of community with students, parents, teachers and staff through Bear Creek Elementary PTA-sponsored programs, services and events. 
  4. Increase communications for PTA programs, services and events.  Create several means of communication and evaluate success of these methods periodically.


Bear Creek PTA Standing Rules (2014-2015) 

These standing rules shall be in compliance with the Washington State PTA Uniform Bylaws.

Article 1 – Name & Purpose

  1. The name of the PTA local unit shall be the Bear Creek Parent-Teacher Association (PTA); the local unit number is 061006.
  2. This PTA serves all of the children in the Bear Creek Elementary community.

Article 2 – State & Federal Status

  1. This PTA was incorporated on 24 June 1988 and assigned UBI 601 093 942.
  2. This PTA is registered under the Charitable Solicitations Act, registration number 394. The Treasurer is responsible for filing the annual registration by May 31st to avoid penalties.
  3. This PTA was granted tax-exempt status under section 501c3 of the Internal Revenue Code on 15 Dec 92. A copy of the Letter of Determination is available from the Treasurer.
  4. The Treasurer is responsible for filing the appropriate federal tax return 990 or Form 990 EZ prior to November 15th and providing a copy to the board no later than November 1st. Copies of the current and past years’ returns are located in the Legal Documents Binder maintained by the President.
  5. The Bear Creek PTA has designated the Washington State PTA as its registered agent with the Washington Secretary of State’s Office the Washington Department of Revenue, and the United States Internal Revenue Service.
  6. The Treasurer is responsible for filing the Annual Corporation Report prior to the end of this unit’s month of incorporation (June) annually. 

Article 3 – Membership

  1. Membership at this PTA shall be open to all people without discrimination.
  2. The dues for this PTA shall not exceed $15.00 per individual adult membership, $25.00 for a couple (2 people). All paid members have a voice and vote at Bear Creek PTA general membership meetings.
  3. The students of Bear Creek Elementary School shall be considered honorary members of this unit with voice but without vote or privilege of holding office.

Article 4 – Officers & Committees & Board of Directors Quorum

  1. The elected officers of this unit for 2014-2015 shall be President, Vice President, Secretary, and Treasurer. These elected officers shall constitute the executive committee.
  2. Any elected position may be held jointly by two (2) people. Each co-position holder shall be entitled to voice and vote at a Board of Directors meeting.
  3. The Board of Directors of this PTA shall consist of the elected officers and the following positions, appointed by the Executive Committee. This PTA’s Board of Directors will meet monthly, on a date and time to be determined by the board. The quorum for the Board of Directors meetings shall be a majority.

  1. Voting for officers or nominating committee positions will take place at a general membership meeting.
  2. Adoption of the budget, adoption of standing rules, election of the nominating committee, and election of officers shall take place at general membership meetings. Quorum at all General Membership Meeting shall be 10 members to conduct business. Meetings shall be held at the direction of the Board of Directors. For the 2014-15 school year, at least three (3) meetings will be scheduled.
  3. During the PTA year (July 1- June 30) at least one member of the executive committee must attend the PTA & the Law training, and all elected executive committee officers must attend at least one training offered by the WSPTA, Region 6 PTA, or other WSPTA approved training. 

Article 5 – Budget & Finance

  1. This PTA shall approve its annual operating budget in the spring of each year. The Board of Directors may reallocate funds budgeted for one purpose to another purpose by a majority vote.
  2. A financial review committee, minimum of three (3) members appointed by the President, will review the financial books twice a year. The financial review will occur in January and in July. Members of this committee shall not include the Treasurer or any person authorized to sign on the PTA bank accounts for the period that is being reviewed or any individuals living in their households.
  3. The PTA shall establish one or more accounts in financial institutions as determined by the Board of Directors. Any such account shall require the signatures of at least two elected officers to make a withdrawal.
  4. The board of directors shall determine who the signers on the PTA bank account shall be.
  5. This PTA’s monthly bank account statements shall be provided unopened to a person appointed by the Board of Directors. Such a person shall be appointed by the Board at the beginning of the fiscal year, and shall not be a signer on the account. The reviewer shall promptly report any concerns or discrepancies identified in the review to the Executive Committee. If there are not concerns or apparent discrepancies, the reviewer shall provide the bank account statements to the Treasurer.
  6. All reimbursement requests for authorized expenses must include a receipt and be submitted to the Treasurer within 60 days of purchase. All requests for reimbursement must be received by June 1st or they will be considered a donation to the PTA.
  7. Committee chairs are encouraged to stay within their budgets; however, the PTA Treasurer has the authority to reimburse expenses for a budgeted line item for up to ten percent (10%) or seventy five dollars ($75) over the specified budget, whichever is less, without membership approval.

Article 6 – Awards

  1. One or more Golden Acorn Awards may be presented annually to an outstanding volunteer(s). A committee appointed by the president shall select the recipient. The Board of Directors shall determine the number of recipients.
  2. One or more Outstanding Advocate Awards may be presented annually to recognize advocacy work on behalf of children and youth. A committee appointed by the president shall select the recipient. The Board of Directors shall determine the number of recipients.
  3. One or More Outstanding Educator Awards may be presented annually to an outstanding teacher or educator. A committee appointed by the president shall select the recipient. The Board of Directors shall determine the number of recipients.
  4. An Honorary Life Membership Award may be presented annually to an individual who has made a significant contribution to the growth and development of PTA. A committee appointed by the President shall select the recipient.

Article 7 – Voting Delegates

  1. This PTA is a member of the Northshore Council and has (2) votes on Council business. The President shall submit the council names and positions of the two voting delegates and two (2) alternates, as determined by the Board of Directors.
  2. The vote of this PTA for the position of Washington State PTA Region 6 Director shall be determined by the board of directors.
  3. Bear Creek PTA will send as many voting delegates and as many visiting delegates to the WSPTA convention as the budgeted amount for convention can sustain. All delegates for the WSPTA convention shall be selected by the Board of Directors. Persons attending convention paid for by the unit will submit a summary on notes and handouts from the classes and general sessions attended to the Board of Directors.
  4. Bear Creek PTA will send as many voting delegates and as many visiting delegates to the WSPTA Legislative assembly that the budgeted amount will sustain. Registration, hotel and WSPTA meal fees shall be paid for by Bear Creek PTA. The Legislative Chair for Bear Creek PTA will be one of the voting delegates representing Bear Creek PTA at the Legislative Assembly. 

Article 8 – Standing Rules

  1. The standing rules shall be adopted annually by a majority vote no later than the first General Membership meeting.
  2. The standing rules may be amended at any regular General Membership meeting by two-thirds vote, or if previous notice is given, by a majority vote.
